Council to Decide on Revised Access Plans for £5m Mosque

Councillors in Blackburn are expected to give the green light to revised access arrangements at a £5 million mosque after alterations were made during construction.

The proposal follows a retrospective planning application submitted by the mosque’s owners after modifications were carried out to a secondary vehicle entrance at Masjid E Vali, located on Preston New Road.

The mosque project is being developed by the Issa Foundation, a family-run charitable organisation established by EG Group founders and brothers, Mohsin and Zuber Issa.

At a meeting scheduled for Thursday evening, Blackburn with Darwen Borough Council’s planning and highways committee will be advised to approve the changes, which officers say improve both safety and traffic flow in the area.

Improved Traffic Access and Parking

The revised plans include enhanced visibility for vehicles entering and exiting the site, alongside updated parking arrangements designed to better manage traffic movement around the mosque.

According to a report presented by borough planning manager Gavin Prescott, construction of the mosque has been underway for several years, and the access changes covered by the application have already been completed.

“The development has been progressing over a long period, and the amendments outlined in this application are already in place,” the report stated.

Recommendation for Approval

Planning officers have concluded that the modifications meet required standards and do not raise significant concerns.

“Members are recommended to approve this application,” the report added, noting that a detailed assessment found the alterations to be acceptable in planning and highway terms.

If approved, the decision will formally regularise the changes already made to the mosque’s access and parking layout, allowing the landmark project to move forward without further planning issues.
