Macau to Introduce Halal Certification Scheme to Attract Muslim Tourists

Macau’s tourism authorities are currently collaborating with local Islamic organizations to introduce a structured halal certification system aimed at enhancing the city’s appeal to Muslim travelers. The initiative, which is being developed under the leadership of the Macau Government Tourism Office (MGTO), will offer certification across three distinct categories to accommodate varying levels of halal compliance.

According to a formal response provided by the MGTO to legislator Ho Ion Sang, the proposed halal certification framework includes:

  • Halal-Certified Restaurants

  • Restaurants with Halal Kitchens

  • Halal-Friendly Restaurants

This move is part of a broader tourism development strategy to diversify Macau’s visitor base and cater to the specific needs of Muslim travelers, a demographic with increasing global travel influence.

The MGTO emphasized that existing hotel and restaurant licensing processes fully comply with legal standards and pose no obstacles to incorporating facilities such as prayer rooms or halal-specific infrastructure. “Current legislation does not restrict the setup of prayer spaces or the installation of halal-compliant amenities,” the office confirmed.

In addition, tourism officials noted their commitment to working closely with applicants and technical teams throughout the licensing process. “With interdepartmental coordination, we assist applicants in navigating technical challenges and ensuring all requirements are met efficiently,” the MGTO stated.

To further support Muslim visitors, the MGTO has published a guidebook highlighting key attractions, dining options, and services that align with Islamic values. Visitors are also encouraged to explore the official MGTO website for curated halal dining recommendations.

Looking ahead, the MGTO announced plans to launch a dedicated webpage featuring a comprehensive range of Muslim-friendly travel resources. These will include information on prayer facilities, halal-certified accommodations, and souvenirs that meet halal standards — all aimed at helping Muslim tourists better plan their trips to Macau.

This proactive approach reflects Macau’s growing commitment to inclusive and culturally sensitive tourism, aiming to become a more welcoming destination for travelers from all backgrounds.
