Question:
Can a husband and wife masturbate each other if they have sexual desire because of the monthly cycle, or the patient, or for some other reason, they cannot perform sexual intercourse?

In an authentic hadith in Ibn Madzhei, it was told by Anas Ibn Malik that the Jews would not sit with a woman in their home at the time of menstruation, not to eat or drink with her. This was mentioned by the Messenger of Allah (salAllahu alayhi wa salam), and then Allah opened the words: “They ask you about menstruation. Say that it is harm, so stay away from women during menstruation. " The Messenger of Allah said that this means that you can do everything with each other, except for sexual intercourse.
Therefore, mutual masturbation is included in the fact that halal between husband and wife, because everything is permissible, if not proven otherwise. The only thing that does not exist between a husband and wife is anal sex and intercourse during her period.
This, as Allah says:
Your spouses are tilts for you, so go to your type (that is, sexually), when and how you do it. (Quran 2: 223)
