GEORGE TOWN, Oct 12 — The Seetee Aisah Waqf Land, endowed in 1901, stands today as a shining example of how Islamic endowment assets can be effectively developed to generate lasting socio-economic benefits for the Muslim community in Penang and beyond.
According to Deputy Chief Minister I, Datuk Dr Mohamad Abdul Hamid, the 17-acre waqf land is currently undergoing a series of transformative, mixed-phase developments through a strategic collaboration between the Penang Islamic Religious Council (MAINPP) and UDA Holdings Berhad.

He revealed that major works are progressing at Taman Waqf Seetee Aisah Phases 2 and 3, as well as Taman Sultan Sallehuddin Phases 1B and 2B, involving a total investment nearing RM250 million.
“The first phase, completed in 2012, now generates about RM480,000 in annual rental income, much of which goes toward supporting beneficiaries such as the Permatang Janggus Mosque and underprivileged groups across the state,” said Dr Mohamad during the Jelajah Takaful Masuk Kampung Carnival held at SMK Sungai Ara.
He reaffirmed the government’s strong support for advancing the waqf (Islamic endowment) concept as part of the MADANI Economic Framework, championed by Prime Minister Datuk Seri Anwar Ibrahim.
RM250 Million Investment to Boost Waqf Asset Growth
The Prime Minister, who also serves as the Finance Minister, has highlighted UDA Holdings Berhad’s pivotal role in spearheading these waqf developments in Penang. The projects under Taman Waqf Seetee Aisah and Taman Sultan Sallehuddin reflect a national vision to integrate Islamic social finance with long-term economic growth.
Dr Mohamad added that Phases 2 and 3 of the project are expected to be officially launched by Prime Minister Anwar Ibrahim in early 2026.
“This initiative underscores the joint commitment of the federal government, state government, and MAINPP to enhance the economic value of waqf properties and promote Islamic principles rooted in social justice and community welfare,” he explained.
New Senior Citizens Project Set to Begin in Pongsu Seribu
In addition to the Seetee Aisah development, Dr Mohamad announced another upcoming initiative — a senior citizens’ independent living project in Pongsu Seribu. The project will be executed through a collaboration between the Retirement Fund (KWAP) and MAINPP, marking another significant step in the state’s social welfare agenda.
A Memorandum of Agreement (MoA) for this initiative will be signed next month in the presence of the Prime Minister, with construction slated to begin next year.
“The one-stop centre will feature 290 residential units with a total development cost of RM35 million, providing a comfortable and dignified environment for senior citizens. This project reflects the government’s unwavering commitment to the well-being of the elderly, guided by Islamic values of compassion and care,” he said.
