Considering a woman for marriage, does a man allow her to see her hair at any stage before marrying her? Or should he rely on his sisters / mothers, etc., to tell him how she looks?

No, a man is not allowed to look at the hair of a woman he is considering for marriage, because her hair is legally considered out of her nudity (“awra”), and permission to look only at her hands and face. [Qadri Pasha, al-Ahwal al-Shakhsiyya: Article 3]
The Messenger of Allah (peace and blessings be upon him) said: “When one of you intends to propose marriage to a woman; if he can look at what prompts him to marry her, he should do it. " [Abu Dawud, with a sound chain of narration]
Saffarini comments on his Gidha al-Albab, linking the aforementioned tradition (Hadith) that a man can only look at the face and hands of a woman. In addition, Khattabi in his “Maalime al-Sunan” writes: “A person is allowed to look only at her face and hands. He cannot look at her without her veil (hijab), and likewise cannot see her nudity (`awrah) – does she allow him to do it or not."
Mufti Muhammad ibn Adam notes: “The statement“ if he is able to look at what will induce him to marry her ”means considering such aspects as wealth, status, beauty and religion, and does not imply the general acceptability of considering any part of the body to induce a man to marry. However, he can look at her face and hands as many times as he needs in order to decide how to marry her, as scientists say.
