Florida Increases Capitol Security Amid Muslim Advocacy Day

Florida authorities stepped up security at the State Capitol on Monday during a scheduled Muslim advocacy event, a move that quickly sparked backlash from civil rights organizations, Democratic leaders, and members of the Muslim community.

The increased law enforcement presence coincided with the annual advocacy day organized by the Florida chapter of the Council on American-Islamic Relations (CAIR), an event that traditionally brings Muslim constituents to Tallahassee to meet with elected officials and discuss policy concerns.

According to state officials, the decision followed warnings shared publicly by Attorney General Ashley Moody’s office, citing unspecified security concerns connected to the gathering. Uniformed officers were noticeably more visible throughout the Capitol complex as attendees arrived.

In a public statement, Moody reiterated Florida’s position that CAIR is classified as a terrorist organization under state law, referencing an executive order signed by Governor Ron DeSantis late last year. That order bars designated groups from using state facilities or resources.

“I have asked law enforcement to remain on heightened alert for any potential security risks,” Moody stated, adding that the governor’s directive must be enforced.

Muslim Leaders Push Back

CAIR Florida leaders strongly disputed the characterization, describing the advocacy day as peaceful, lawful, and rooted in civic participation.

Hiba Rahim, interim executive director of CAIR Florida, acknowledged that the heightened security caused unease among attendees but said organizers chose to proceed.

“We debated whether showing up was the right thing to do,” Rahim told reporters at a Capitol press conference. “Ultimately, we felt that engaging with our elected officials is one of the most patriotic actions we can take.”

Rahim later said the security response sent a troubling signal to Muslim Floridians.

“The way this was framed — under the language of security — was deeply offensive,” she said. “It reinforces harmful stereotypes and creates fear within our community.”

Interfaith Coalition Raises Concerns

The advocacy day included not only Muslim groups but also civil rights advocates and members of an interfaith coalition, including Jewish organizations. Participants urged lawmakers to oppose proposed legislation they believe could undermine First Amendment protections and civil liberties.

Sam Ronan of the Progressive Jewish Coalition said the situation was frustrating for multiple communities.

“From both Jewish and Muslim perspectives, there’s a shared concern about how rhetoric like this escalates fear and division,” Ronan said.

Background of the Dispute

The tension stems from a December executive order issued by Governor DeSantis, which formally labeled CAIR a terrorist organization under Florida law. The order references past federal cases, including CAIR’s designation as an unindicted co-conspirator in the 2008 Holy Land Foundation terrorism-financing trial.

At the time, DeSantis defended the move, arguing that financial and historical evidence justified the designation.

CAIR has denied any wrongdoing and has filed a lawsuit seeking to block the state’s classification. That legal challenge remains active in court.

Event Proceeds Despite Security

Despite the heightened police presence, Muslim Day at the Capitol continued as planned. Advocates met with legislators, emphasizing their role as voters, constituents, and contributors to Florida’s civic life.

“I’m here to exercise my constitutional rights — to advocate, to support, and to protect my community,” Rahim said. “That’s what this day has always been about.”

State officials insist the security measures were purely precautionary. CAIR leaders, however, argue the action stigmatized an entire community — a message they say they will continue to challenge both publicly and legally.
