QUESTION:

What do the scholars of the Dīn and muftīs of the Sacred Law state regarding the following issue: Can one get a haircut and clip nails on the 10th of Muharram?  What are those specific days when we cannot get a haircut or clip nails?

الجواب بعون الملک الوھاب اللھم ھدایۃ الحق والصواب

There is no harm in getting a haircut and clipping nails on the 10th of Muharram.  One should however avoid clipping nails on Wednesdays, for we are discouraged from doing so in the Hadeeth.  One should not get a haircut and clip nails from the 1st to the 10th Dhul Hijjah but rather cut them after the Qurbani, for then one will get the reward of a Qurbani without having to incur the cost.  Despite all of this, it is still not a sin to cut hair or nails in those days (of Dhul Hijjah) though it will deprive one of the reward.
