Riyadh: Saudi Arabia has once again confirmed that mosques across the Kingdom will not be permitted to use outdoor loudspeakers for prayers during the holy month of Ramadan, except for the call to prayer (adhan) and the iqama.
The clarification was made by Sheikh Abdullatif Al Sheikh, Minister of Islamic Affairs, Dawah and Guidance, following the release of a new official circular issued ahead of Ramadan preparations. The directive reiterates existing regulations aimed at maintaining order, consideration for nearby residents, and a tranquil worship environment.
Loudspeaker Use Limited to Adhan and Iqama
According to the ministry, external loudspeakers may only be used for the adhan and the iqama, which signals the immediate commencement of congregational prayer. All other prayers, including Taraweeh and Qiyam prayers, must be conducted using internal sound systems only.

Officials emphasized that the policy is designed to strike a balance between facilitating worship and ensuring minimal disturbance to surrounding neighborhoods, particularly during late-night prayers.
Strict Adherence to Official Prayer Timings
The circular further instructs mosques to strictly observe official prayer schedules as outlined by the Umm Al-Qura calendar. Special attention has been placed on the timing of the Isha prayer, with mosque administrators required to ensure that the prescribed intervals between the adhan and iqama are accurately maintained for each of the five daily prayers.
The ministry noted that adherence to standardized prayer timings helps promote unity and consistency across mosques nationwide.
Guidelines for Iftar and Donations
As part of the Ramadan preparations, the Ministry of Islamic Affairs also issued guidance regarding communal iftar arrangements. Mosques are required to host iftar meals only within designated courtyard spaces and not inside prayer halls, in order to preserve cleanliness and ensure smooth movement of worshippers.
Additionally, the ministry called for responsible management of water and food donations, urging mosque officials to avoid excess accumulation and ensure resources are distributed efficiently according to actual needs.
Enhanced Maintenance and Cleanliness Measures
Mosque caretakers and maintenance teams have been directed to intensify cleaning and inspection efforts before and throughout Ramadan. The instructions include ensuring that electrical systems, air conditioning, sanitation facilities, and safety equipment are fully operational.
Particular emphasis has been placed on maintaining women’s prayer areas, ensuring they are clean, secure, and properly equipped to accommodate worshippers during the busy fasting month.
Creating a Peaceful Worship Environment
The Ministry of Islamic Affairs stated that the measures are part of a broader strategy to provide a calm, organized, and spiritually uplifting atmosphere for worshippers during Ramadan, while also safeguarding public comfort and community harmony.
Saudi authorities regularly issue Ramadan-specific guidelines each year to address logistical, religious, and social considerations associated with the increased turnout at mosques during the holy month.
